Allow a team member to be a client in tickets

As the manager i want to be able to assign tickets to team members that are not linked to customer orders. Example i want to assign ticket to one of the mangers to complete a stock take of all the inventory. ATM to do this i would need to make a client account for myself make a ticket then assign it to a team member
