Allow managers to be added as "assignees" for a task

Right now you can only assign a task to "assignees" which are very limited on terms on what can they do on control panel. Having managers to be added or multiple assignees/managers will be ideal.

There needs to be general permissions controls to address all user, accounts, sub-accounts in the future. This solves many use cases in one feature.
